The Story

Non-terrestrial networks are becoming a major pillar of the 6G vision, where ubiquitous coverage and service continuity are baseline objectives. Low and very low Earth orbit (LEO & VLEO) constellations are central to this shift, offering low latency, global coverage and scalable capacity.

Yet their performance depends on orbit dynamics, integration with terrestrial systems and signal propagation characteristics. Moving satellites, frequent mobility events, dynamic routing, and the placement of network functions between space and ground all shape the end-to-end experience. No single existing tool brings these elements together in one platform, open to experimenters across Europe.

NEMO-6G aims to close this gap by delivering a software-based emulator that lets ESA and the wider community assess network topologies, protocol stack options and AI-driven control for 6G satellite systems under realistic conditions.

Project Overview

NEMO-6G develops a modular 6G network emulator for NGSO constellations, targeting Technology Readiness Level 4. The emulator supports trade-off analyses of different network topologies, protocol stack functional splits, and regenerative, transparent and hybrid payload options, with end-to-end KPI assessment.

The project has two primary outcomes. The first is a fully operational demonstrator that reproduces the end-to-end system behaviour specified by ESA. The second is a comprehensive evidence package, including source code, configuration packages and test logs, that allows ESA to reproduce reference experiments and confirm compliance with scenarios, KPIs and acceptance criteria.

The emulator builds selected third-party tools for core network functions, RAN prototyping, NTN modelling, orbital dynamics and user equipment emulation. These are integrated into one coherent chain, so every experiment produces consistent, traceable results.

The work is organised in seven Work Packages, from market and technology review through requirements, design, development and integration to demonstration and a future roadmap. It is carried out by Space Hellas (Prime Contractor and ICT systems integrator), the University of the Aegean, Department of Information and Communication Systems Engineering (academic and research partner, and technical coordinator) and FDI (intelligent networking solutions developer).

Our Role in NEMO-6G

Four Dot Infinity (FDI) plays a central role across the full project lifecycle, from the technology foundations to the final integrated demonstrator.

FDI leads the survey of the state of the art covering 3GPP NTN standards, 6G visions, O-RAN architecture, AI-native RAN and simulation tools. It also leads Work Package 3 and the trade-off analysis of candidate technologies, which selects the tools and implementation approaches for the project, based on criteria such as performance, scalability, interoperability and energy efficiency.
FDI established the technical baseline for the implementation. This includes assessing the 5G core, the 6G roadmaps, the UE software stack and the emulation environment, and mapping them to the emulator design so that the targeted solution is confirmed as feasible.
FDI develops the PHY abstraction and MAC-layer components of the emulator, including scheduling, HARQ and traffic management. It also builds AI-native RAN control components on a RIC-based framework, supporting traffic steering, radio resource management, mobility and handover optimisation, and beam management across terrestrial and non-terrestrial segments.
FDI leads the integration of all components into the end-to-end NEMO-6G emulator, combining the constellation and orbit modules with the RAN, PHY/MAC and network components, and verifying stable operation through functional and regression tests.
