The Story

Maritime border surveillance and search & rescue operations demand real-time awareness across vast and operationally challenging sea areas. Authorities must detect irregular activity early, assess risks accurately, and respond rapidly under strict regulatory and ethical constraints. ORBIS addresses this challenge by combining satellite constellations, autonomous UAVs, and distributed AI into an integrated, intelligent surveillance and rescue platform designed for operational deployment and market uptake.

Project Overview

ORBIS is a Horizon Europe Innovation Action delivering an AI-powered, cost-effective solution for real-time maritime border surveillance and search and rescue. The project integrates multi-source satellite imagery (SAR, optical Very High Resolution, and thermal infrared) with advanced autonomous UAVs and distributed machine learning models to achieve continuous, high-accuracy monitoring across large maritime areas. Through advanced data fusion, predictive analytics, and secure interoperable APIs aligned with EMSA’s CISE framework, ORBIS enhances situational awareness, enables early detection of irregular maritime activity, and supports faster, evidence-based operational response. The solution is developed with ethics and regulatory compliance by design (GDPR and AI Act alignment) and will be validated through real-world use cases to ensure scalability, interoperability, and market readiness.

Our Contribution

ORBIS unites satellite intelligence, autonomous UAVs, and distributed AI to transform maritime surveillance and search & rescue operations, delivering scalable, real-time, and innovation-driven security solutions.

FDI leads the development of the intelligence core of ORBIS, integrating satellite, UAV, AIS, weather, and historical maritime data into a unified operational decision layer.
Implementation of advanced ML models leveraging transfer learning, federated learning, and lightweight edge deployment to ensure scalable, adaptive, and privacy-preserving decision-making.
Design of standardised, secure interfaces aligned with EMSA’s CISE framework and international maritime data exchange standards to enable trusted integration with existing infrastructures.
