Maritime Security Challenges Today

Maritime border surveillance and search & rescue operations demand real-time awareness across vast and operationally challenging sea areas. Therefore, authorities must detect irregular activity early. They must also assess risks accurately and respond rapidly. All of this must be done under strict regulatory and ethical constraints.

In this context, ORBIS addresses this challenge. It combines satellite constellations, autonomous UAVs, and distributed AI. These are integrated into an intelligent surveillance and rescue platform. The platform is designed for operational deployment and market uptake.

What is ORBIS?

ORBIS is a Horizon Europe Innovation Action focused on developing an AI-based system for real-time maritime border surveillance and search and rescue operations.

In this context, the project brings together satellite data from multiple sources. These include SAR, optical very high resolution, and thermal infrared. It also integrates autonomous UAV systems and distributed machine learning approaches. These support continuous monitoring over large maritime regions. Moreover, the system combines data fusion techniques, predictive analytics, and secure interoperable APIs. These are aligned with the EMSA CISE framework. ORBIS improves situational awareness. It also helps detect irregular maritime activity at an early stage.

As a result, the system enables faster and more informed operational responses in real-world maritime scenarios. It also ensures scalability and integration across different platforms. Finally, ethics and regulatory compliance are embedded in the design from the beginning. This includes GDPR considerations and alignment with the EU AI Act.

Our Role in ORBIS

ORBIS unites satellite intelligence, autonomous UAVs, and distributed AI to transform maritime surveillance and search & rescue operations into scalable, real-time, and innovation-driven security solutions.

FDI leads the development of the intelligence core of ORBIS, integrating satellite, UAV, AIS, weather, and historical maritime data into a unified operational decision layer.
We implement advanced machine learning models using transfer learning, federated learning, and lightweight edge deployment techniques to enable scalable, adaptive, and privacy-preserving decision-making.
We design standardised and secure interfaces aligned with EMSA’s CISE framework and international maritime data exchange standards to support trusted integration with existing operational infrastructures.

ORBIS delivers an AI-powered maritime surveillance platform designed for real-time situational awareness in complex maritime environments. The system combines satellite intelligence, autonomous UAVs, and distributed AI to support border monitoring and search and rescue operations across large operational areas.
